Start inference results at frame 0

Hi everyone,

Apologies to everyone for the confusion with a previous post. We have reviewed the evaluation again, and wanted to clarify that inference results should start at frame 0. The original code in the submission container will index frames from 0, which will work for this case.

Dear organizer,

I submitted several algorithms which starts at frame 1, so that submissions were wasted. It will be great for us to add the number of limited submissions in prelim test.

We have increased the number of submissions allowed in prelim phase from 10 to 12 in order to accommodate for this. However, please note that we will not be increasing this number again since the prelim phase ends soon.
