When do submission restrictions reset?

Can you please clarify on which day and at which time (with timezone) the number of possible submissions resets to 2?

This depends on the time of submission. A team can create 2 submissions per 7 days.

Does the 7 days count from the first submission or the second submission each week? For example, we did the first submission a few weeks ago and the second one this Monday. If do another one this Saturday, will the 2 submission opportunities be reset for next Monday?

It works like this: for example if you have submitted two times. Then you can submit your third submission 7 days after your first submission, and you can submit your fourth submission 7 days after your second submission etc. So it is a rolling window.
