Paper submission question ¶

Dear all,
On the information page of the challenge, you mentioned "If you submit to the validation leaderboard and are among the Top10 for any subtask and submit a 4-8 pages paper (LNCS template) describing your method by 31st July you will receive an early workshop acceptance to present a poster." I would like to inquire how to submit this article. Is it open for everyone to submit? I am looking forward to your prompt response at your earliest convenience.
