Do the same numbers in different imgs represent the same labels?

After I extracted the labels, I noticed that the number of labels varies drastically in different images (some images have labels from 0 to 3, whereas some images have labels from 0 to 1600+). Does each number have the same meaning across different images?

Each number ONLY denotes an individual cell. Different images have different number of cells. Thus, the labels are different.
